SMGM-3189 Sympathizer Nazi buckle

On page 592 of Angolia’s belt buckles and brocades revised edition, there is a picture of an “unattributed” buckle which Angolia says “falls into the category of Nazi sympathizer material. This is the same buckle but on the front section. The picture is not very good but it looks like there was a second part that goes inside of this buckle which contains a catch and something for the belt to secure to. The belt itself would be in fabric and looked like an award ribbon with colors black, red and white. So that makes me think Hindenburg award. So could this be a veteran buckle? One of the roll pin ears is bent over on this example. If anyone knows more shoot me an email.
